(a) The two candidates receiving the highest number of votes in the primary election for the office of Mayor, Chief of Police, Collector and Treasurer, City Clerk and Councilman shall be declared by Council, sitting as a board of canvassers, as nominated and shall face each other in the general election.
(b) The candidates receiving the highest number of votes in the general election for the offices of Mayor, Chief of Police, Collector and Treasurer, City Clerk and Councilman shall be declared by Council, sitting as a board of canvassers, as elected.
(c) In the event that one of the two candidates receiving the highest number of votes in the primary election for the offices of Mayor, Chief of Police, Collector and Treasurer, City Clerk or Councilman should for any reason be unable to continue further in the election, then the candidate receiving the next highest number of votes in the primary election shall face the remaining candidate in the general election.
