The Mayor and the City Clerk shall cause to be posted at the front door of the City Building on the second day of January of each election year a notice setting forth the date of the general election and of the primary election, the date and last hour for filing of announcements of candidacy for the municipal offices and the statement of the requirements for eligibility for such offices.
