A City primary election shall be conducted on the first Tuesday in April in each odd numbered year for the purpose of nominating all candidates for the ensuing general election. When the date and time for candidate filing has closed, and the City Council, sitting as a Board of Canvassers at a regular or special meeting called for such purposes, determines that there are no more than two candidates seeking nomination for each of the offices to be filled, and that accordingly the nominees for each of such offices may be determined without having a primary election, Council may, by motion of a majority present at the meeting, cancel such primary election for the year in question.
