1323.09  RECREATIONAL AND INSTITUTIONAL USES.
   (a)   Any property designated as "recreational" on the City's zoning map shall be reserved for green belt or open space, and kept free of any newly constructed buildings or structures not related to the principal use of such property as recreational open space.  Any property designated as recreational which is determined to be privately-owned property may be used for any purpose consistent with the zoning classification assigned to the nearest or adjacent property that is not otherwise zoned for recreational use.
   (b)   Any property designated on the City's zoning map as "institutional" shall be considered as having been zoned for any one or more of those appropriate public uses defined in "Use Class 9," but such institutional use shall be a principal permitted use and shall not require special consideration and approval by the Board of Zoning Appeals.
