(a) Principal Permitted Uses. Uses listed as "principal permitted uses" in Schedule I shall require no special action by the Board of Zoning Appeals or by the Planning Commission before a zoning permit is granted by the Zoning Officer.
(b) Special Uses. Uses listed as "special uses" in Schedule I shall require individual consideration in each case because of their unique characteristics. Such "special uses" may be permitted only upon authorization by the Board of Zoning Appeals, subject to certain conditions and safeguards, as provided for in Section1323.08
and after review by the Planning Commission.
