1109.14 PLACING GARBAGE ON VACANT LOTS PROHIBITED.

No person shall place, leave, dump or permit to accumulate any garbage, rubbish, trash, weeds, grass or deleterious unhealthful growths, or other noxious matter in any building or on any premises, improved or vacant, or on any open lot or alley in the City so that such shall or may afford food or harborage for rats. (1967 Code Sec. 16-18)
