103.01  WARDS ESTABLISHED.
   The City is divided into four wards, the boundaries of which are as follows:
   (a)   First Ward:  The First Ward shall comprise all that portion of the City lying south of a line commencing at the intersection of the south side of 11th Street, as extended, and the Ohio River; thence in an easterly direction along the south side of 11th Street to the west right-of-way line of Commerce Street, also known as State Route 2; thence in a southerly direction along Commerce Street right of way, to the north right-of-way line of 10th Street; thence in an easterly direction along the north right-of-way line of 10th Street, also known as State Route 27, to the eastern boundary of the City.
   (b)   Second Ward:  The Second Ward shall comprise all that portion of the City lying between the first ward line on the south and a line on the north which is as follows:  Commencing at a point on the Ohio River, which point is ascertained by extending the northern right-of-way line of 17th Street to a point where it intersects the river; thence from such point on the river along the northern right-of-way line of 17th Street in an easterly direction to a point which intersects Pleasant Avenue at 17th Street; thence continuing in an easterly direction, crossing Pleasant Avenue to a point which is also the northwest corner of lands formerly owned by James Paull; thence along the northern boundary of such former Paull lands to the eastern boundary of the City.
   (c)   Third Ward:  The Third Ward shall comprise all that portion of the City lying between the second ward line on the south and a line on the north which is as follows:  Commencing at a point on the Ohio River, which point is ascertained by extending the southerly boundary of an unnamed street or alley (which runs in an east-west manner between Marianna Street and Charles Street in the City and being the street or alley running parallel with 22nd Street and immediately to the north thereof) to a point where it intersects with the Ohio River; thence along the extension of the southerly boundary of such unnamed street or alley to a point in the southern line of such unnamed street or alley which is formed by the extension of the eastern line of Marianna Street; thence in a northerly direction along the eastern side of Marianna Street to a point which is formed by the intersection of the eastern line of Marianna Street with the southern boundary of an unnamed alley running between and parallel with 23rd Street and the unnamed street or alley heretofore mentioned as the starting point of this description; thence along the southern line of such unnamed alley to a point formed by the extension of the eastern boundary of Marianna Street; thence again in a northern direction along the eastern line of Marianna Street to a point formed by its intersection with the southern line of 23rd Street; thence in an eastern direction along the southern side of 23rd Street to a point formed by the intersection of the southern line of 23rd Street and the western line of an unnamed alley (which runs parallel with and between Charles and Yankee Streets); thence in a southern direction along the western line of such unnamed alley to a point where it intersects the northern line of a certain unnamed street or alley lying parallel to and immediately north of 22nd Street; thence in an easterly direction on the northern side of such unnamed street or alley to a point where it intersects the western side of Pleasant Avenue; thence crossing Pleasant Avenue and continuing easterly along a line ascertained by extending the northern boundary of the last mentioned unnamed street or alley, to the eastern boundary of the City.
   (d)   Fourth Ward:  The Fourth Ward shall comprise all that portion of the City lying north of the Third Ward.
