(a) All parks and playgrounds of the City shall be open for public use from 7:00 a.m. until 11:00 p.m. daily from April 1, through October 31, of each year and from 6:00 a.m. until 8:00 p.m. daily from November 1, through March 31, of each year. Such parks and playgrounds shall be closed to the public's use from 11:00 p.m. until 7:00 a.m. during the period April 1 through October 31, and from 8:00 p.m. until 6:00 a.m. during the period November 1, through March 31, of each year.
(b) No person shall be permitted in such parks and playgrounds during closed hours without the prior written permission of the City Manager or Council. Any person found in or upon any of such parks or playgrounds during closed hours without written permission shall be fined as provided in Section 937.99.
