933.18  REVENUE-SECURED FINANCING.
   Council is hereby authorized to acquire such equipment as may be necessary to properly service its garbage and refuse customers, including specifically a garbage collection truck and packer, and to purchase, lease, lease-purchase, or otherwise acquire such equipment by means of lender financing, provided such financing is secured only by a pledge of the equipment purchased and any future revenues generated by the City for collection of garbage and refuse, provided such revenues have not previously been encumbered or pledged by the City.  In no event shall such debt be secured by a pledge of the City's full faith and credit or general taxing authority.  Any instrument evidencing such debt shall contain a limitation incorporating the substance of this provision.  Nothing contained herein shall be construed to relieve the City of compliance with any other applicable law pertaining to the purchase of equipment or services relative to competitive bidding or acquisition.
