In the event of failure on the part of any person to pay the garbage fees assessed against him under this article, the City shall take such action as may be necessary to collect such fees; provided, however, pick up of garbage and refuse shall continue while such fees are being collected by the City. There shall be collected a one-time penalty of fifteen percent (15%) of each garbage bill remaining unpaid more than thirty days after its due date.
