The following garbage collection rates are hereby established:
(a) A family residence, including garage and other apartments, one hundred eight dollars ($108.00) per year or nine dollars ($9.00) per month effect upon passage and one hundred and twenty dollars ($120.00) per year or ten dollars ($10.00) per month effective July 1, 2001.
(b) A single-person household, including garage and other apartments, eighty-four dollars ($84.00) per year or seven dollars ($7.00) per month.
(c) Commercial rates shall be assessed each retail or wholesale establishment, or profession or other service calling in the City by the Collector-Treasurer as follows:
(1) For all establishments with eight or less thirty-gallon containers per month, one hundred twenty dollars ($120.00) per year or ten dollars ($10.00) per month effect upon passage and one hundred and thirty-two dollars ($132.00) per year or eleven dollars ($11.00) per month effective July 1, 2001.
(2) A. For all such establishments having more than eight thirty gallon containers per month, a specific fee will be established by the City Manager. Each customer's fee will be established following a time study by the City.
Time study data for a customer shall be made available to the customer upon request. Any established fee may be reviewed for adjustment upon request of the customer to the City Manager, however, not more frequently than once a year following initial establishments of the time-based fee. During any interim time study period, the fee assessable for a given customer shall be that fee lawfully collected next preceding the interim period.
B. The City shall have authority to mandate that commercial establishments purchase a dumpster, at the establishments expense, when deemed necessary for proper garbage service. For such establishments using a dumpster, the following rates are hereby established:
1. 2 yd dumpster - $22.00 per dumpster per month per weekly pick-up effective upon passage and $25.00 per month per weekly pick-up effective July 1, 2001.
2. 3 yd dumpster - $33.00 per dumpster per month per weekly pick-up effective upon passage and $38.00 per month per weekly pick-up effective July 1, 2001.
3. 4 yd dumpster - $44.00 per dumpster per month per weekly pick-up effective upon passage and $50.00 per month per weekly pick-up effective July 1, 2001.
4. 6 yd dumpster - $57.00 per dumpster per month per weekly pick-up effective upon passage and $65.00 per month per weekly pick-up effective July 1, 2001.
C. In the case of dumpsters furnished by the customer, through the City, the City may (but shall have no duty to the customer or other for failure to do so) require the replacement of any dangerous, defective, or damaged dumpster, if necessary for efficient garbage collection.
(d) Where the garbage collectors are required to pick up garbage from spilled or broken containers, there shall be assessed, in addition to all other fees, an additional fee of ten dollars ($10.00) per occurrence per container.
(e) The above rates as set forth in subsection (a) through (b) hereof shall be subject to a discount equal to one month's service rate if the above referenced annual fee, less the discount amount is paid in full within the first thirty days of the yearly billing period.
