Council is hereby authorized to let to individual contractor or contractors, hereinafter referred to as contractor, for a period of one to ten years, the collection and disposal of all garbage, rubbish, tin cans, bottles, ashes and all other refuse in the City upon the following rules and regulations. Council is also authorized to collect such garbage, rubbish, tin cans, bottles and ashes by its own employees and equipment if it sees fit to do so.
