Council shall have authority by regulation from time to time enacted to grant approval of specific types of garbage containers, establish collection schedules, collection rates, location of garbage containers, and all other matters necessary to the administration of this article. Such regulations shall be posted in a newspaper of general circulation in the City once a week for two successive weeks.
Any individual or the contractor failing to comply with each and any of the above rules and regulations, shall be subject to the penalty provided in Section 101.99.
