An aggrieved industrial user shall so notify the Wellsburg Sanitary Board in writing with the description of the complaint. Thereafter, the Wellsburg Sanitary Board shall supply the aggrieved industry in writing of the Board's decision within sixty days from receipt of the complaint. Any complaint dealing with service billing must be filed within sixty days of the complained-of postmarked billing date. (5-13-80)
