Restoration of any such openings or cuts shall be done by the permittee to City specifications, which shall at a minimum, require the following:
(a) Excavated areas are to be filled with dirt only. No rock, debris, or other materials shall be deposited in such areas. Excavated areas surrounding or involving water or sewer utility lines shall first be covered with twelve inches of sand prior to be covered with dirt.
(b) Dirt shall be tamped and covered with four inches of concrete on all streets except Commerce Street, which street shall be covered with six inches of concrete
(c) The street shall be topped with asphalt to a height level with the surrounding and existing roadway surface, unless the surrounding surface area is topped with concrete, in which case concrete shall be the top layer. Provided further, that on any street which currently has a cobblestone surface, such brick surface shall be restored.
(d) Resurfacing shall be completed within seven days of the project completion date.
(e) The permittee shall be responsible for the maintenance of the restoration site for a period of one year after such restoration has been completed. The City Manager may, when he deems it necessary, direct that restoration shall be done by the City, in which case the cost of restoration and appropriate administrative costs shall be charged to the permittee.
The above specifications shall also apply to any excavations performed by the City’s street department and the City’s Combined Water and Sewage System Board, unless the City Manager finds that special circumstances exist that would eliminate the need for such minimum requirements.
