(a) Administrative Rules Governing. The City, by and through the Collector and Treasurer, shall be empowered to make and publish administrative rules for the collection of the service fee imposed by Section 765.02
and any such rules so made and published shall be first approved by the City and shall thereafter have the force of law and the violation of any rules intended to effect the purpose of any section of this article shall be punished as provided in Section 101.99
.
(b) Method of Billing. The City and the Collector and Treasurer shall collect the municipal service fee and shall set such fee out by separate billing either on the statement of water charges to be made by the City to residents or by including such service fee on the statement of municipal taxes billed to residents of the City by and through the office of the Sheriff of the County, or by direct billing to residents or by any other appropriate method.
(c) Duty to Register for Direct Billing. Persons not billed otherwise in accordance with subsection (b) hereof shall be responsible to register and maintain their resident address with the Collector and Treasurer.
