For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
(a) "Collector" means the City Collector and Treasurer, an elected official.
(b) "Person" means every mature person of the age of twenty-one years or over.
(c) "Resident" means an individual of the age of twenty-one years or over who is domiciled in the City. (7-12-77)
