Upon the furnishing of the information required under Section 719.01 and the payment of the application fee, if applicable, the applicant shall be issued a permit by the City Manager, unless the information furnished in compliance with this article shows that the applicant has been convicted of a crime involving moral turpitude or if the applicant has been convicted of a violation of this article.
