No person carrying on the business of a pawnbroker within the City, or the clerk or other employee of such persons, shall knowingly purchase or receive as a pledge any property from any person who is under twenty-one years of age, any person who is intoxicated or who is an habitual drunkard, any person who is, or is reputed to be, a thief or who is, or who is reputed to be, an associate of thieves, or any person who is, or is reputed to be, a receiver of stolen property.
