Every person engaged in carrying on the busines of pawnbroker within the City shall, at the time of receiving any article pledged for the payment of money, upon the demand of the party making such pledge, deliver to such party a memorandum, in writing, signed by the party so carrying on the business, containing a description of the article, the date of such loan, and the time within which such article is to be redeemed.
