The Chief of Police as Health Officer is authorized and empowered to give a written notice to the owner of any such lot, place or area within the City, or the agent of such owner, to cut, destroy or remove any weeds, grass or deleterious unhealthful growths or other noxious matter found growing, lying or located on such owner's property, or on a sidewalk abutting same. Such notice may be personally served upon the owner or his agent, or may be by registered mail addressed to such owner or agent at his last-known address in the event personal service of notice cannot be made upon such owner or agent thereof.
