533.07  LITTERING AND DEPOSIT OF GARBAGE, RUBBISH, JUNK, ETC.
   (a)   No person shall, without lawful authority, place or dispose of in any manner, upon any public property or upon the premises of another, any paper, trash, garbage, waste, rubbish, refuse, junk or any substance or material which is or may become noxious, offensive, injurious or dangerous to the public health, comfort or safety.
   (b)   No person shall cause or allow trash, garbage, waste, rubbish, refuse or any other noxious or offensive materials or substances to be collected or remain in any place to the damage or prejudice of others or of the public, or unlawfully obstruct, impede, divert, corrupt or render unwholesome or impure, any natural watercourse.
   (c)   No yard (back, front, side) or porch or accessory structure to the home shall be used for the storage of merchandise, equipment, building materials, junk, garbage not placed in containers commonly used for garbage, vehicles, vehicle parts or any other material or, accessory structures, unless specifically allowed by other provision in this Code or the City Zoning Ordinance.  This includes signs which are not temporary but remain posted for more than three days, with the exception of home/apartment for rent and for sale signs or political signs.
   (d)   Each of the above subsections may constitute separate violations and the Municipal Court Judge may order separate penalties to be paid for violations thereof.  The term “junk” as used in the above subsection is determined by the Judge in his/her discretion, using the ‘reasonable person in the community’ standard should there be a dispute over the subject matter of the complaint or intent of the ordinance.
