(a) The riding, operation, or other use of motorized scooters for transportation or recreational purposes within or upon the streets, alleys, sidewalks, parking lots, and other realty owned, leased, or controlled property by the City of Wellsburg or any of its boards, authorities or commissions shall be governed by the same traffic laws as all other vehicles defined as motorcycles by the State Code. Persons operating such motorized scooters must be obedient to all traffic signals, signs and markings and shall be treated similarly to other drivers if found in violation and the general penalties for such traffic violations shall be applied which may be in addition to the penalties contained herein.
(b) All operators of motorized scooters must also wear helmets and any protective gear which is also required of motorcycle operators in the State law.
