If any elected official’s office should become vacant or the elected official ceases to be qualified to hold office, for any reason, the office shall become vacant immediately. City Council shall have the authority to accept applications, review, interview, and by affirmative vote of a majority of Council, appoint a qualified person within thirty days to fill the vacancy. The person appointed to fill the vacancy shall serve until the next regular election.
