SECTION 9.  COMPOSITION OF CITY COUNCIL; ELECTION AND TERMS OF OFFICE OF COUNCILMEN.
   The Council of the City shall, after the first day of July 1931, consist of two members from each ward within said City, one member from each ward to be elected biennially at the City election to be held upon the second Tuesday of June every second year and to hold office for the term of four years or until his successor is elected and qualified.  At the election of officers to be held on the second Tuesday of June 1957, one councilman from each ward shall be elected for a term of four years.  At the election to be held on the second Tuesday of June 1958, one councilman from each ward shall be elected for a term of one year, to provide for the short term made necessary by this amendment.  At the election to be held on the second Tuesday of June 1959, one councilman from each ward shall be elected for a term of four years.  (Acts 1931, ch. 82; 2-25-57.)
