(a) The following areas shall be designated as contract parking zones:
(1) Those parking spaces located on the west side of Main Street immediately south of the point where Main Street and Sixth Street intersect.
(2) Those parking spaces located on Yankee Street between Seventh and Eighth Streets.
(b) The monthly contract parking fee for the use of any parking space in the above areas shall be ten dollars ($10.00), which fee shall be paid in advance on or before the first day of the month for which such fee shall be applicable. If paid on an annual basis, an annual contract parking fee of one hundred ten dollars ($110.00) shall be payable on or before the first day of the year in which such fee is to be applicable.
(c) All such contract parking spaces shall be available to the public on a first come-first served basis with the Collector/Treasurer maintaining a waiting list of interested persons should the necessity so arise. In the event that any such parking space described herein is rented after the first day of the month, the monthly fee shall be prorated accordingly.
