363.05  OPERATION.
   (a)   Except in a period of emergency determined by an officer of a fire company or of the Police Department, or except in compliance with the directions of a police officer or traffic control signal, when any vehicle is parked in a space regulated by a parking meter, between the hours of 9:00 a.m. and 5:00 p.m., the owner, operator or driver of each vehicle shall, upon entering such parking space, immediately deposit such proper coin of the United States as is required for such parking meter and is designated by proper directions on the parking meter regulating such space and placed in front of or alongside thereof.
   (b)   Parking meter shall not be operative or effective on Sundays or the following holidays:  New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving Day or Christmas Day.
