Upon written application by any person, corporation or other business entity lawfully operating a taxicab stand or service within the City limits, the City Manager shall determine if one or more public parking spaces, in or about the area of such business, can be dedicated for the sole use of such taxicab service for the purpose of parking such applicant's taxicab(s) during such time as the motor vehicles are not in service on a call.
In making the determination as to whether any such parking space(s) can be so designated, the City Manager shall consider the availability of general public parking in the area in question, the number of spaces requested by the applicant herein, as well as the effect of any such designation on the neighborhood and the general public welfare.
Should any such spaces be so designated, the applicant shall pay to the City Collector and Treasurer the sum of fifteen dollars ($15.00) per calendar month per designated space, which sum is payable in advance on or before the fifth day of each month.
The City Manager is hereby designated as the sole judge as to those matters arising with regard to this section and may withdraw any such designation at any time upon written notice to the recipient of such parking space which notice is to be mailed to the City Business address of the recipient.
