(a) The City Manager, acting on behalf of the Combined Waterworks, Sewage System and Stormwater System Board of Wellsburg, shall have the power and authority to expend up to the amount of three thousand dollars ($3,000) on any purchase, expense item or repair and may further execute contracts for services costing not more than such amount, without obtaining prior approval of the Board. Provided, that this authority shall extend only to items required by Board in connection with the water distribution system, the sewage system or the stormwater system.
(b) In the event of any occurrence of any loss or malfunction of equipment, systems or machinery, or in other circumstances which could not reasonably be anticipated whereby any necessary regular service of the water distribution, sewage systems or stormwater system, is, or is about to be, interrupted, or whereby any great or continuing loss to any of these systems may occur, the City Manager may negotiate an emergency purchase for the necessary repairs, replacements, or other goods or services or both, to restore or maintain such service or to terminate such loss, without advertising for bids and in such amount as may be necessary in the circumstances. In case of such emergency purchases or contracts involving amounts of more than three thousand dollars ($3,000) the City Manager shall, at the next meeting of Board thereafter, render a full report on the purchase or contract.
