Each member of the Board created by this Article shall give such bond, if any, as may be required by law or by Council by ordinance. The Board shall elect a vice-chairman from its members, and the City Manager shall be designated secretary and treasurer of such Board; provided however, that the City Manager may designate a person employed by the Board to act as secretary of the Board. The vice-chairman shall hold such office at the will of the Board. The members of the Board shall serve without compensation for their services but they shall be entitled to payment for their reasonable expenses incurred in the performance of their duties. The Mayor, the City Manager, and the members of Council, serving on such Board, shall receive no additional compensation by virtue of their service on the Board. All expenses paid to members of the Board pursuant to this section shall be paid from the revenue of the combined system. The Board shall have power to establish bylaws, rules and regulations for its own government.
