(a) Each police officer shall serve for no less than two years in his or her respective rank before being eligible to take any test for promotion into the next superior rank.
(b) Any newly hired police officer must serve as a Patrol Officer for a probationary period of one year from the date of hire. Such officer shall then remain in rank as a Patrol Officer for an additional period of two years before taking any test for promotion to the next rank.
(c) The tenure requirements shall take effect immediately upon passage.
