131.02  DUTIES GENERALLY.
   In addition to any and all other duties imposed by the ordinances and the Charter of the City and the West Virginia Code upon the City Collector and Treasurer, it shall also be the duty of the City Collector and Treasurer to:
   (a)   Assemble and prepare all reports, notices, returns and other documents required of the City by any governmental agency of the State or the United States, relating to taxation, including, but not limited to, those required by Workman's Compensation, Social Security Administration, Office of Revenue Sharing, Internal Revenue
Service, and the taxing authority of the State;
   (b)   Assemble and prepare all reports, notices, and other documents required of the City by any governmental agency relating to City employees, population and other statistical data, including, but not limited to, documents required by the Occupational Safety and Health Administration, the Bureau of the Census, and the Governor's Manpower Program;
   (c)   Prepare and sign all checks, drafts, bills and notes as authorized by the Mayor and Council;
   (d)   Prepare and distribute the payroll of the employees of the City;
   (e)   Give notice of and collect all taxes, fines, assessments, penalties and any other moneys due to the City;
   (f)   Prepare, sell and distribute any and all licenses to any person or business required by the ordinances of the City;
   (g)   Keep and maintain good and adequate records of all transactions performed by the City Collector and Treasurer on behalf of the City; and
   (h)   Perform any function related to the fiscal affairs of the City.
   Council may prescribe, by ordinance or motion or resolution, a method for the keeping and maintenance of all accounts, books, balance sheets and other records kept on behalf of the City by the City Collector and Treasurer.
