Each Councilman of the City shall be elected or appointed only from the ward in which he makes his principal place of residence.
If, during the term of any Councilman, such Councilman shall change his principal place of residence to a location outside the boundaries of the ward from which he or she was elected or appointed, such Councilman's term of office shall be terminated upon recognition by a majority vote of the remaining members of Council that such Councilman's principal place of residence has in fact been changed to a location outside the ward from which he or she was elected or appointed.
Upon the recognition by Council, such Councilman's seat shall be declared vacant and shall be filled as provided by law. (1967 Code Sec. 2-45.1)
