107.08  PREFERENCE FOR RESIDENT VENDERS.
   Other provisions of this article notwithstanding, in any instance that a purchase of supplies, materials, equipment and service by the City is required under the provisions of this article to be made upon competitive bids, such purchase shall be made from a resident vender, provided such bid does not exceed the lowest qualified bid from a nonresident vender by more than two percent (2%) of the latter bid, and if such resident vender has made written claim for such preference at the time the bid was submitted.
   A vender shall be deemed to be a resident of the City if such vender is an individual, partnership, association or corporation that maintains an active bona-fide place of business within the City, is licensed to do business by the City, and pays the privilege tax imposed by the City business and occupation tax.  (4-10-84)
