All purchases of, and contracts for, supplies, materials, equipment and contractual services, the estimated amount of which is in excess of twenty-five thousand dollars ($25,000) shall be awarded by Council on written contracts or purchase orders, based on sealed, competitive bids subject to the provisions of this article and any and all other State or Federal regulations pertaining to this process.
