Should the Enforcement Agency after notice and hearing, determine that a building is unsafe, it shall make written findings of fact from the testimony offered and shall issue and cause to be served upon the owner and parties in interest an order indicating the required action under Section 1719.05 to be taken as determined by the Enforcement Agency in accordance with the provisions of this article.
