(A) The Planning and Zoning Commission shall consist of 5 members. Five members shall be appointed by the City Council and may be removed by 4/5-vote of the Council. The City Street Foreperson and the City Attorney shall be members ex officio. The Council shall select 1 member of the Commission from among its own members.
(B) Of the members of the Commission first appointed, 1 shall be appointed for 1 year, 2 for 2 years, and 2 for 3 years, and their successors shall be appointed for 3-year terms. Both original and successive appointees shall hold their offices until their successors are appointed and qualified. The term of ex officio shall correspond to their respective official tenures. Terms of officials shall end January 1 of the year. Vacancies during the term shall be filled by the Council for the unexpired portion of the term. Every appointed member shall, before entering upon the discharge of his or her duties, take an oath that he or she will faithfully discharge the duties of his or her office. All members shall serve without compensation.

(A) The Commission shall elect a Chairperson from among its appointed members for a term of 1 year. The Commission may create and fill the other offices as it may determine.
(B) (1) The Commission shall hold at least 1 regular meeting each month.
(2) It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, and findings, which record shall be a public record.
(3) On or before January 1 of each year, the Commission shall submit to the City Council a report of its work during the preceding year.
(4) Expenditures of the Commission shall be within amounts appropriated for the purpose by the City Council.

(A) The Planning and Zoning Commission shall be the planning agency and shall have the powers and duties given the agencies generally by M.S. Ch. 462, as it may be amended from time to time.
(B) It shall also exercise the duties conferred upon it by §§ 31.25 et seq.

No zoning ordinance or amendment thereto shall be adopted by the Council until a public hearing has been held thereon by the Planning and Zoning Commission upon notice as provided in M.S. Ch. 462, as it may be amended from time to time.

(A) Any plat of land submitted to the Council for approval shall, prior to final approval, be referred to the Planning and Zoning Commission for review and recommendation.
(B) Any plat so referred shall be returned to the Council by the Commission within 30 days, and failure of the Commission to report within the period is deemed to have satisfied the requirements of this section.

WELLS MUNICIPAL AIRPORT COMMISSION
(A) Airport Commission established. There is hereby established an Airport Commission to be known as the Wells Municipal Airport Commission, which shall be composed of 3 members, 2 of whom shall be appointed by the Mayor with the approval of the Council from among the citizens of Wells and 1 of whom shall be appointed by the Mayor from among the members of the City Council to serve as an ex officio member of the Commission. All members shall serve without compensation.
(B) Term. The 2 Commission members shall be appointed for terms of 2 and 3 years respectively; and thereafter, Commission members shall be appointed for a term of 2 years. Vacancies shall be filled by the Mayor with the approval of the Council for the unexpired term.
(C) Removal. Whenever 2/3 of the City Council deem it for the best interest of the airport and its affairs, it may remove any member of the Commission.
