(a)   It is deemed necessary to levy an additional tax of five dollars ($5.00) on all motor vehicles registered within the Village in accordance with Ohio R.C. 4504.06.
   (b)   Such tax shall be used for the planning, constructing, improving, maintaining and repairing public streets and highways; paying the municipal corporation's portion of the compensation, damages, cost and expenses of planning, constructing, reconstructing, improving, maintaining and repairing roads and streets; paying the municipal corporation's portion of any state highway improvement contracts; paying debt service charges on notes or bonds of the Municipality issued for such purpose; purchasing, erecting, maintaining street and traffic lights and signals and to supplement revenue already available for such purposes.
   (c)   The additional tax levied hereby shall be collected at the same time and in the same manner as are annual registration fees by the Registrar of Motor Vehicles or a Deputy Registrar and shall be subject to the same quarterly reductions and exemptions as are the annual registration fee as provided by law.
   (d)   The additional tax levied hereby shall become effective with the registration for the year 1983 and thereafter.
