159.02 LONGEVITY COMPENSATION.
   (a)   In order to compensate Municipal employees who have been so employed for extended periods of time, there shall be computed and paid to each qualifying employee of this Municipality a percentage of that employee's base rate of pay according to the table set forth in this section and which follows the employee's qualifications hereunder.
   (b)   An employee shall be deemed to be qualified for additional compensation under this section when the employee has completed the specified number of years of regular and continuous employment by this Municipality as set forth herein. An interruption of service or leave of absence in excess of sixty days except for military service, shall be determined to be a termination and the beginning of a new term of employment under this section. Years of regular and continuous service prior to the effective date of this section shall be counted for purposes of this section for all those presently employed.
   (c)   Additional compensation to be paid shall be computed as follows:
