154.01 POSITION ESTABLISHED.
   (a)   There is hereby created and established the office of Coordinator of Services for Seniors.
 
   (b)   The duties and responsibilities of any person or persons named to the Office of Coordinator of Services for Seniors shall be to plan, coordinate and implement programs, activities and services to assist the aging and the elderly to better enable them to enjoy those years remaining to them; to provide such counsel, advice and referral service as may be appropriate in order to assist the aging and the elderly to receive proper and safe housing, transportation, care and treatment along with the benefits and services of other social and service agencies in the County, State and Nation.
 
   (c)   The Coordinator(s) of Services for Seniors shall be appointed annually in January of each year by the Mayor with the approval of a majority of Council and shall serve a term of one year or until a successor is appointed. In the event of a vacancy in the office at any time, the appointment shall be in like manner for the unexpired term thereof. Compensation shall be as determined by Council. The Coordinator shall be responsible to Council and shall provide such reports and data as Council shall deem necessary to enable it to carry out its function.
 
   (d)   There is hereby created a Senior Advisory Board consisting of seven members. The Board shall consist of the Mayor and two members of Council whose terms on the Board shall coincide with the terms of their respective elected offices. The remainder of the Senior Advisory Board shall consist of four area residents aged fifty-five or older who shall be appointed annually in January of each year by the Mayor with the approval of a majority of Council. Members of the Board shall serve without compensation but may be reimbursed for personal expenses incurred, if any. In the event of any vacancy on the Board the same shall be filled in like manner for the remainder of the unexpired term.
 
   (e)   The Senior Advisory Board shall be charged with the responsibility of general oversight and direction over the operations of the office of the Coordinator of Services for Seniors and shall, from time to time as requested, and at least once annually, present to Council a complete report of the activities and operations of such office.
 
   (f)   The Senior Advisory Board shall meet at least quarterly and a majority of the Board present shall constitute a quorum for the transaction of any business required.
