Official members of the Shade Tree Commission shall serve coincidental with their official terms of office and the three appointed members shall serve for a term of four years each beginning July 1, 1970, except that the term of three of the members first appointed shall be for one, two and three years, respectively. Each year, beginning July 1, 1971, one member shall be appointed for a term of four years. If a vacancy occurs during the term of any member, his successor shall be appointed for the unexpired portion of the term.
