(a) The Planning Commission shall consist of the Mayor, one member of Council and three residents of the Municipality appointed by the Mayor.
(b) The member of Council so serving, shall be elected by the remaining members of Council and his term shall coincide with the term for which he is elected to Council.
(c) The terms of the resident appointees shall be for four years.
(d) All such members shall serve without compensation.
