137.02 REGULATIONS FOR PUBLIC PROPERTIES.
   (a)   The Village Manager may establish rules, regulations, and orders in connection with the public’s use of public property, which shall include but are not limited to rules restricting access to certain areas, time limits or seasons when Village property is open to the public, defining or limiting appropriate uses for certain property, appropriate parking locations, rules to maintain security for the facility, etc.
   (b)   Whenever the Village Manager establishes rules, regulations, or orders as described in paragraph (a) above, he shall (1) cause a sign or other suitable posting to be made onsite at the public property concerned; (2) cause notice of such posting to be submitted to the Clerk-Treasurer/Finance Director for filing, where they shall be available for inspection, (3) forward a copy to the Mayor and each member of Council and (4) maintain a copy of the rule, regulation, or order in a collection to be known as the Village Manual of Policies and Procedures, where they shall be available for public inspection. In addition, such rules, regulations, or orders shall be made available for public access through the Village's Website, or otherwise on the Internet; provided, however, that the delay or failure to make them so available, or any inability to access them on the Internet, shall not effect the enforceability of such rules, regulations or orders.
   (c)   No person shall fail to comply with any lawful rule, regulation, or order in connection with the use of public property notice of which order has been given to the public by a sign or other notice reasonably notifying the public with respect to said rule, regulation, or order. A violation of this Section shall be a minor misdemeanor, punishable pursuant to the penalty established in Section 501.99 of the Codified Ordinances.
