It shall be the duty of the Director of Law to act as attorney and counselor for the Municipality and its officers in their official capacity, to prosecute and defend all actions by and against the Municipality or any department or officer thereof in its or his official capacity and to render legal opinions to Council or any department or officer of the Municipality upon request in writing.
