The Director of Law shall be selected by Council on or before its regular meeting in February of each year and shall hold office for the term of one year or until his successor is selected and takes office. In case of any vacancy in such office, Council, at a regular meeting thereafter, may select another person of right qualifications to fill the unexpired term.
