(a) The Village Manager is authorized and directed to establish a Program and related regulations to allow a credit to customers of the Village water system who participate in a Water Sample Testing Program, to secure water samples and related information relative to the potential existence of lead or copper within the water system.
(b) The Program shall provide at least the following criteria:
(1) A credit of twenty-five dollars ($25.00) per sample shall be allowed for a water system customer who enrolls and participates in the Program at an acceptable level.
(2) A participating customer shall be expected to collect and submit a water sample to the Village within five (5) days of receiving the necessary collection container.
(3) A participating customer shall be expected to timely submit fully completed sample data sheets in the manner directed by the Village Water Department.
(4) The Village Manager shall determine whether a customer has successfully complied with the Program requirements for a given sample.
(c) Participation in the Program shall be entirely voluntary for each customer; and a customer shall be free to opt out of participation at any time. The Village Manager shall have the continuing right to exclude from the Program a customer who has not been compliant with the requirements of the Program.
(d) The Village shall have the right to limit the number of participants in the Program at any time.
(e) In the discretion of the Manager, the Program may be altered, paused, expanded, or discontinued as deemed beneficial to the operation of the Water Department. No customer shall have or accrue any right to rely on continued receipt of the credit.
