(a) The Village Manager may establish rules, regulations, policies and orders in connection with the use by members of the public and Village of Wellington employees of Social Media Accounts authorized by or on behalf of the Village of Wellington, which shall include, but are not limited to, rules for controlling the establishment and operation of accounts being used in connection with Village functions, as well as rules for the use or appropriate participation in such accounts.
(b) Whenever the Village Manager establishes rules, regulations, policies, or orders as described in paragraph (a) above, he shall:
(1) Cause notice of adoption of the same to be submitted to the Finance Director for filing, where they shall be available for inspection,
(2) Forward a copy to the Mayor and each member of Council and
(3) Maintain a copy of the rule, regulation, policy, or order in a collection to be known as the Village Manual of Policies and Procedures, where they shall be available for public inspection.
In addition, such rules, regulations, policies, or orders shall be made available for public access through the Village's Website, or otherwise on the Internet; provided, however, that the delay or failure to make them so available, or any inability to access them on the Internet, shall not affect the enforceability of such rules, regulations, policies, or orders.
(c) No person shall fail to comply with any lawful rule, regulation, policy, or order in connection with the use of Social Media Accounts authorized by or on behalf of the Village of Wellington notice of which has been filed with the Finance Director and included within the Village Manual of Policies and Procedures as set forth in subsection (b), above. A violation of this Section shall be a minor misdemeanor, punishable pursuant to the penalty established in Section 501.99 of the Codified Ordinances.
