777.09 DENIAL, REVOCATION, OR SUSPENSION OF PERMIT.
   (a)   The Manager may deny, revoke, or suspend the permit upon finding that any provision of this chapter or condition of approval has been violated. Upon denial, revocation, or suspension, the Manager shall give notice of such action to the applicant or permittee in writing stating the action that has been taken and the reason therefor. The action shall be effective immediately.
   (b)   An applicant/permit holder who has been so affected may appeal by submitting a written notice of appeal to the Village Clerk of Council within five days after issuance of the Manager's action being appealed; in such case, the Council may approve, disapprove, or modify the Manager's decision and shall take action with respect to the appeal within thirty days after filing of the notice with the Clerk of Council; thereafter, the applicant may appeal according to state law.
