No person, organization, or business entity shall operate within the Village as a mobile food vendor without first having been issued a permit from the Manager authorizing such operation. An organization which qualifies as a tax-exempt charitable institution pursuant to subsection 501(c) of the Internal Revenue Code, which organization intends to directly operate a mobile food establishment through its own volunteers or employees only shall not be required to obtain a mobile food vendor permit, or to otherwise comply with the provisions of this chapter pertaining to mobile food vendors.
