Any person who has been denied a permit, or whose permit has been revoked or suspended by the Village Manager, or his designee, may appeal by submitting a written notice of appeal to the Village Clerk of Council within five days after receipt of the denial, revocation, or suspension; in such case, the Council may approve, disapprove, or modify the decision and shall take action with respect to the appeal within thirty days after filing of the notice with the Clerk of Council; thereafter, the applicant may appeal according to state law.
